Wisconsin is participating in a national collaboration to identify privacy and security policies and practices that may affect the electronic exchange of health information. 

The resulting reports from each state's security and privacy project will be compiled for use by the U.S. Department of Health and Human Services (DHHS) to develop and refine the business case for establishing a national health information network. The expectations of the Security and Privacy Project are to:

  1. Assess variations in organization-level business policies and state laws that affect health information exchange in the state;
  2. Work closely with the National Governors Association and other states to exchange information and experiences regarding interoperable health information exchange barriers and best practices;
  3. Identify and propose practical solutions that protect the privacy and security of health information and permit interoperable health information exchange; and
  4. Develop plans to implement solutions in the state and, if applicable, at the federal level.

Wisconsin's Security and Privacy Project leverages the infrastructure that the eHealth Care Quality and Patient Safety Board is creating to support the privacy and security work. It builds on the success of related initiatives in Wisconsin, such as the work of the HIPAA Collaborative of Wisconsin and the Wisconsin Health Information Management Association. The eHealth Care Quality and Patient Safety Board serves as the Steering Committee for this project, which comprises four workgroups:
